Overhead from the OS and other applications like firewalls, brouwsers, etc. Look in your taskmanager under processes and you will see the percentage which Rosetta takes never reaches 100% and constantly fluctuates. The other start up processes on your computer delay the shutdown and start up slightly. Anything in the 90% range is basically aways on.
