How do I completely delete local settings, global settings and start over, if I change on preference it never takes and falls back other machines that are on local if I change to web settings it changes all machines. I have 5 machines with different CPU and core count. I just want one of them to follow preferences correctly, none of them do.

I'm sure you would've already done this, but you haven't explicitly said so, so at the risk of being condescencing...

In Boinc Manager, under the Projects tab, select Rosetta, then on the left click Your Account
On the web page that opens select Computing Preferences
Select Edit Preferences toward the bottom of that page, make all the changes you require, then click Update Preferences
Back in Boinc Manager, on the Projects tab with Rosetta selected, click Update on the left
Repeat that on all your 5 machines

That ought to do it.
If not, I don't know

Edit: Sorry, I'm not sure that answers your question
The above should ensure your defaults are good.
Then, if you have particular req'ts on different machines, set them under Computing Preferences on each machine and just click Save
